MU2 gap analysis and offshore delivery of compliant clinical modules
A US-based EHR vendor required offshore execution support to meet MU2 compliance and modernize key platform modules. CES began with MU2 gap analysis and project management, then established an Offshore Development Center (ODC) to deliver MU2/NIST-compliant C-CDA and CQM modules, along with regulated clinical interfaces and supporting platform components.

The Need
The client needed a reliable offshore partner to extend their IT team and drive MU2 readiness through a mix of gap analysis, project management, and module delivery—without breaking quality and compliance expectations.
Challenges
- Building an extended offshore team with the right fit: The platform served both for-profit and non-profit healthcare providers, requiring disciplined delivery and domain context in an offshore model.
- MU2/NIST compliance across multiple independent modules: Compliance work spanned independent C-CDA and CQM modules plus multiple MU2-aligned interfaces.
- Coordinating parallel workstreams under a single delivery rhythm: The engagement required structured execution across module builds, interface work, and platform modernization tracks.
CES established a dedicated offshore delivery model and developed MU2-aligned modules and interfaces as separate, trackable workstreams.
Offshore Development Center (ODC) setup and scale-up
- Started with MU2 gap analysis and project management, then expanded the ODC team to support broader development efforts as the engagement grew.
Independent MU2 & NIST–compliant modules (Core Java)
- C-CDA Module (MU2 & NIST compliant – independent module)
- CQM Module (MU2 & NIST compliant – independent module)
MU2-compliant interfaces (Mirth + JavaScript)
- Lab Interfaces (MU2 compliant)
- Immunization Module (MU2 compliant)
- Syndromic Surveillance Module (MU2 compliant)
Platform modules supporting operations and access
- Billing Interface (Core Java): automate claim submission, request claim status, and run data validations
- Patient Portal / Personal Health Record (Bootstrap, HTML5, CSS3, jQuery)
- Offshore ODC established as a dedicated execution arm for IT initiatives
- MU2/NIST-compliant C-CDA and CQM modules delivered as independent components
- MU2-aligned lab, immunization, and syndromic surveillance interfaces delivered using Mirth + JavaScript
- Additional platform modules (billing automation + patient portal) delivered under the same offshore delivery model
